Recommendations to the Fourth Brussels Conference on Support for the
Future of Syria and the Region, presented by its Preparatory Committee,
which represents the European Union and the United Nations.
Dear Sir or Madam, Excellence and Excellence:
We present our recommendations to you as Syrian civil and human rights and
organizations that are directly concerned with the situation in Syria and carry
out their activities in the diaspora in Europe and elsewhere. We find that you
and the parties you represent are not absent to understand the reality of the
tragic state of affairs that has struck all of Syria for almost a decade. Therefore,
you do not have to misunderstand your duty and the enormous responsibility
you have for it. We all hope that you will discharge your responsibility.
To support this, we will limit ourselves to recalling a number of facts about the
situation of the Kurds and their affected regions in Syria. We draw attention to
this on the grounds that our focus and our activities focus more on the details
of the situation of the Kurds. Overall, they are the most marginalized and
neglected in the reality of Syria, even though they are so at risk. In return, this
is extremely tragic.
The Kurdish regions in Syria, ranging from Afrin and its countryside in the west
to the borders of Iraq in the Far East, were rising areas that both with their
diverse affiliations and intellectual, religious, ideological, political, mercenary
and other agendas at the level of terrorist groups and their organizations are
most vulnerable to terrorism and terrorists. At the level of the countries that
practice and support terrorism as Turkey.
On the other hand, the Kurdish regions were not only neglected because they
do not appear in the calculations of the Syrian state, the opposition and the
countries that support them, but they also played a role in destabilizing,
criminalizing and abusing the Kurdish majority areas.
All of this when we know that the areas and their inhabitants are the most
interested among all regions of Syria to achieve civic peace and coexistence
between the different components of the Syrian people, and above all they
have been the most progressive victims combating, combating and eliminating

terrorism. And fend off his danger from the whole world, you surely know how
much and how much ISIS affects only humanity.
Suffice it with this brief introduction to add that Afrin and Sri Kanyan (Ras Al
Ain) and Kari Saba (Tel Abyad) and other areas in Northern Syria living under
the Turkish occupation are in an extremely catastrophic and dangerous
situation the population is really exposed to a large number of people where
violations, atrocities and crimes, which in many of them lead to genocide,
ethnic cleansing and crimes against humanity and war crimes, all in a clear and
explicit concept of these crimes and their nature, which is defined in
international law, in particular in international humanitarian law (Geneva
Conventions). And its provisions, the Hague Agreement and the Rome Statute
as an example) as well as a basis for case law and international norms. We have
thousands of pictures, videos, testimonials and written records that confirm all
of this and we are ready to present them to all who are important.
Turkey has practiced these areas either directly or through radical Islamic and
mercenary factions belonging to it and the Syrian coalition for the forces of
revolution and opposition in the name (the Syrian National Army). Turkey
practices extermination against the Kurds in an organized, deliberate, and
systematic manner, and in many ways where it has practiced forced relocations
are practiced against more than half a million people (35,000 people in Afrin
alone), either directly or through systematic security chaos in the region and its
admissibility before factions and armed groups of all forms of crime, including
kidnapping, enforced disappearances, arbitrary arrests and looting. Theft and

All of this was mentioned very briefly, which has undoubtedly led to a huge
collection of impacts and very dangerous consequences at different levels and
in different areas of life and which has still caused a human catastrophe, with
the result that more than a million Kurds are totally exterminated are
threatened if the situation persists and it has not been resolved and saved, let
alone what threatens your privacy, history, culture and nature itself.
Regarding health care and services and their scope, it is an indication that the
Covid 19 pandemic that has plagued the world has caused another calamity to
another series of other calamities for the Syrians and Kurdish areas in them, in
which Hundreds of thousands of residents of these areas, especially those
displaced from their areas as a result of the war, are missing. And the Turkish
occupation, or they have been forcibly displaced to the lowest requirements
and health requirements and opportunities to prevent diseases and epidemics
of drugs and others, and especially those that are in displacement camps in AlShahba and on the borders of Iraq and Iraq surrounding villages that lack
everything, as we have already mentioned, who have to live under the lowest
services, health and safety requirements. In the five camps of Al-Shahba and its
villages alone, more than (1,300,000 internally displaced people from Afrin) live
between elders, children and women without the slightest health care, without
medication or food and without an adequate water supply. All of this makes
them vulnerable, leading to various diseases and epidemics such as cholera and
malaria, other diseases as well as cold-borne diseases and other diseases that
are no less devastating than corona, they are deadly and dangerous to human
life.
As far as education is concerned, it is devastating here as well as in the health
situation, in which education, its services and requirements such as buildings,
curricula, stationery, educational cadres and others almost do not exist in the
camps and their surroundings that we have mentioned, and that The most
dangerous of these is the educational reality. In the areas of Turkish occupation
and its authority and the authority of its armed groups. It should be noted that
in addition to the lack of educational buildings, most of which have become
barracks, military headquarters, warehouses for ammunition, weapons, etc., as
well as the lack of specialized educational staff and their requirements, only
ideological education is furthered targeting abnormal and dangerous goals, as
almost half of the curriculum and lessons aim to teach Turkish and Arabic
language and culture, as well as religious instruction. The child's ideas of

extremism, terrorism, loyalty to the occupation, its ideology and its
counterparts are cultivated and strengthened, which is anything but the
language, culture and privacy of the region.
Regarding the economic and living reality, it can be very briefly pointed out
that the main source of livelihood and life for the Kurdish regions is agriculture,
and the output of olives and cereals, such as wheat and others, which in turn
are confiscated, is definitely burned and imposed, lead to unlawful
circumstances. Shares and royalties from their owners where hundreds of
thousands of olive trees in Afrin have been subjected to an example of burning
and pruning to use and sell for heating, and to seize millions of tons of olive oil
and to buy them at cheap prices to be sold on the markets of the Turkey and
Europe to be sold in the currency. The difficult thing that made it impossible for
the population to pay the bare costs of care and harvest contributed to the

Syrian pound, particularly given the impending possible consequences of the

Regarding security and service realities, we have already indicated above that
Turkey intended to create security chaos and instability in the territories it
occupied in order to force the indigenous population to displace and bring
about demographic change in the region. The rule of law is practically
nonexistent. The judiciary has also been lost. The population was lost in the
way of their business and legal affairs, as well as complaints and other
obligations to use the judiciary, among the Syrian laws that apply to support
international law in the occupied region, and under the Turkish laws that apply

under the direct supervision of Turkish intelligence.
Given all of these and many other problems, we believe that there is no way to
end everything Syria and its people have experienced and the path of salvation
to end the catastrophic situation you are experiencing, except by doing Find a

permanent, fair and comprehensive solution based on legitimate decisions.
International, in particular UN Security Council Resolution No. 2254, which
supports the Geneva Declaration, the Vienna Declarations and a
comprehensive political agreement in Syria.
Dear Sir or Madam,
given that the situation in Syria is deteriorating day by day and the lives of
millions of people at every moment are exposed to different dangers, not to
mention the extremely difficult living conditions (lack of food, health care,
education, security, etc. ), these conditions pose a great responsibility for it,
and any negligence or delay in remedying these situations will be exorbitant,
and conscience and history will not be gracious to anyone who can or cannot
help.
We therefore call on you, through the countries of the European Union and the
international community in general, to intensify efforts and coordination
between them at the highest level in order to find responsible, urgent and
effective solutions until the final, just and comprehensive solution has been
reached.
Our main recommendations for these solutions are:
The immediate removal of all foreign armed forces, armies and armed
elements from Syria and their complete evacuation from all foreign military
manifestations, regardless of their quality and justification for their presence.
Imposing international protection on the Kurdish areas and using UN
peacekeepers in them to ensure their security and protection by coordinating,
assisting and assisting their residents as they are attacked by the Syrian regime
and by opposition and terrorist groups.
Securing and guaranteeing the immediate and safe return of all internally
displaced persons to their areas of origin as well as work to guarantee and
facilitate the safe return of refugees outside Syria and in coordination with the
asylum countries
Examination of what would ensure the fair representation of civil society
organizations and their Kurdish representatives on the list of civil society as
independents in the editorial committee for the future constitution of Syria.

Send immediate and urgent food and medical aid and post-insurance help and
ensure access to those in need.
Work to find urgent mechanisms that force victims and relevant authorities to
immediately disclose the fate of all kidnapped and violently disappeared
people, release them immediately when they are alive, and arbitrarily release
all prisoners and detainees.
Creating an appropriate climate and soil on which to begin the mechanisms and
process of political transition in Syria to end the conflict there under the
supervision of the United Nations and with a special effort by the European
Union.
